Czech Republic: Access to public health insurance for children of foreigners with long-term residence

On 21 June 2023 a government amendment to Act No. 325/1999 Coll., on Asylum, Act No. 326/1999 Coll., on the Residence of Foreigners, was published in the Collection of Laws. The approved amendment brings significant change for children with a long-term residence permit in the Czech Republic, as it ensures their inclusion in the public health insurance system. Insurance premiums for children will be paid by their parents (/ legal guardians) at the rate equal to minimum insurance contribution.

Until now children of foreigners with long-term residence in the Czech Republic could be insured under the commercial insurance system, however there was no obligation for insurance companies to insure them. As a result, some children - especially those in poor health - became uninsurable. Additionally, the limits on reimbursement for health services were low in the commercial insurance system and children were only able to use a limited number of contracted outpatient facilities. 

The amendment to the law has been welcomed by representatives of NGOs, who have long campaigned for access to public health insurance for children with long-term stays.
