Sweden: Review of local interventions to enhance labour market integration for refugees and their families

This new report from the Swedish Research Council (VetenskapsrĂ„det) reviews regulations that affect refugees and their family members in Sweden, with focus on the role of Swedish local authorities in the promotion of labour market integration.

Refugee integration was a municipal responsibility until 2010, when the Swedish Public Employment Service was given responsibility for the integration of refugees and their relatives. Local authorities, though, are still responsible for many aspects of their integration, and newcomers have to navigate a complicated integration landscape with many different local, regional and national actors.

The report maps refugees' level of contact with government agencies, both at the local and the national level, and studies how these contacts differ between municipalities. It also reviews previous studies on labour market interventions conducted by municipalities, concluding that there is little understanding of the effect of municipalities' efforts on the labour market integration of refugees. However, it asserts, it is possible to discover and learn from existing good practices by studying interventions carried out by other actors.
