A newly announced ordinance in Romania replaces Governmental Ordinance no. 15/2022 on humanitarian assistance for refugees from Ukraine. The legislation determines measures facilitating access to accommodation, health care, education, and employment following initial reception in temporary units.
The ordinance introduces the following amendments to the original legislation:
Reduction of the accommodation subsidy for newcomers from 4 months to 3 months;
Introduction of special protection for unaccompanied minors through the national social service system, and establishment of working groups - at local and regional level - to determine the best solutions for resident unaccompanied minors in the areas of education, health care, social services, etc.;
Granting of certain social benefits to children and parents previously denied access due to procedural issues (including the state allowance for children, social aid, paid leave for parents with children under the age of 2);
Access to disability benefits for both adults and children with temporary protection, upon receiving disability certificates issued by the Romanian authorities.
Other exisiting provisions will continue until March 2025, including:
Free of charge health care, medical equipment and medication for all those in need, regardless of the time of their arrival to Romania, via the national health insurance system;
Possibility to access employment in certain skilled jobs without being required to provide proof of professional qualification
