Poland: New migration strategy 2025 - 2030

On 15 October 2024 the Polish government adopted new migration strategy entitled Regain Control. Ensure Security: A Comprehensive and Responsible Migration Strategy for Poland for 2025–2030. 

The primary focus of the new migration strategy is security, however 1 chapter is devoted entirely to the integration of immigrants. In essence, integration policy will be linked to immigration policy, which means that the potential for successful integration into Polish society will influence which foreigners are permitted to enter and stay in Poland.

The strategy defines integration as a two-way process and explicitly renounces the use of assimilation measures. On the one hand, it emphasises that foreigners must "adapt to the norms and social rules that are valid and acceptable in Polish society". Successful integration, according to the document, means that "a foreigner communicates in Polish, adheres to the laws, norms and values applicable in Poland, actively participates in the social life of the local community, and maintains close relationships with members of Polish society". On the other hand, the strategy provides for awareness-raising measures targeted at the host society to prevent racism and xenophobia.

The responsibility for immigrant integration will be shared by the government, local authorities, and non-governmental organisations, building on the positive experiences gained from assisting people displaced from Ukraine. The plan envisages that all categories of foreigners will participate in integration activities from the beginning of their stay in Poland. Employers who hire foreigners will be expected to contribute to the costs of integration. A key priority will be the organisation of Polish language courses for immigrants, with participants expected to cover part of the costs. Special integration programmes will be implemented for Ukrainian citizens, the largest immigrant group in Poland. These programmes will aim not only to integrate Ukrainians into Polish society but also to help them maintain ties with their country of origin, enabling them to contribute to Ukraine's post-war reconstruction. 

Additionally, the strategy announces the introduction of language tests for foreigners arriving for family reunification and civic knowledge tests for those applying for Polish citizenship. 

The proposed migration strategy is organised around 8 key issues, each constituting a separate chapter: 

  1. Mission, objectives, functions and institutional dimension of migration policy
  2. Access to the territory
  3. Access to asylum (national and international protection)
  4. Conditions for access to the labour market
  5. Educational migrations
  6. Integration
  7. Citizenship and repatriation
  8. Contacts with the diaspora

This strategy will be supplemented by an implementation plan divided into the periods 2025 - 2027 and 2028 - 2030.
